I happened to meet Mr.Rowell in the street about a week ago and he told me that the proposals which he undertook at our Lond on meeting to put forward had now been formulated.

As I have to leave the Colony again on April 28th for a month I shall be most grateful if I could have at once a draft copy of these proposals as a basis for discussion.

This has also become urgent in view of your need to have estimates drawn up for next year.
